The main reason for so many American retiring and electing to live in foreign countries is lower cost of living which translates to a higher standard of living.
The other reason why retirees leave USA to live in other countries is beautiful location with a more conducive climate. Usually it has been seen that retirees tend to choose a place where they used to go for an annual vacation. Besides this, they also prefer warmer climates, places that next to the ocean and / or places that are close to the mountains.
The third reason why retirees choose cities and towns outside USA is because they are looking for adventure. They have lived practically all their lives in a US town or city. After retirement, they want something more interesting and exciting.
The last reason why retirees move abroad has nothing to do with the first three reasons. They move because they are looking for a support structure by being closer to their children and grandchildren.
Fortune magazine conducted a research to narrow down some of best places to retire inexpensively outside USA. The magazine claims that a retiree can live like king no matter how he has saved. The places are as follows:

Similarly Modern Maturity also grades places outside the US based on weather, cost of living, housing, public utility, communication, public health, medical facilities, environment, safety, political stability and cultural programs.
