This person may be from the same organization. The revealed wrong doing can actually be characterized as a violation of law, protection of public interests, fraud and safety concerns. Nobody designates a whistleblower to do so, and most of them do it out of their own cause or interest.Internal whistleblowers may act as the accusers within the organization. They make all their allegations within the organization only. It could be pertaining to people in other department or the management itself. For the law to believe a whistleblower, the organization that she or he is working for should have not followed some law and this should be considered as the wrong doing as per the law.
An external whistleblower may act against anyone including government agencies, companies, individuals and bodies and they may do so with the help of lawyers. They usually take their allegations to lawyers, the media, and law enforcement agencies and watch dog agencies. In whichever case, the allegation should be certified by law and unless then nothing can be proven.
The term whistle blower comes from the British concept where the policemen use the whistle to stop a wrong doing or control the traffic or just call for attention from the person. This was an age old method used by cops and today the term is being widely used by employers to define people who take up the responsibility to always fight for a cause. In the social environment, many non profit organizations sometimes play the role of a whistleblower.
