Many times, the employment reference letter might have to be approved by the HR department.
On the other hand, if you want an employment reference letter, it will be in your best interests to draft one for your manager or HR department. The reason is that many managers are unsure of how to write an employment reference or do not have the time. You should always ask them whether a draft letter would be helpful.
Here is an example of how to write an employment reference letter, which should help you in most situations.

I would like to recommend Jane Doe as a candidate for a position in your organization. In her position as a Senior Assistant, Jane was employed in our office from 2002 to 2007. Jane did an excellent job in this position and was an asset to our organization during her tenure. She has excellent verbal and written communication skills; she is extremely organized and is capable of working independently while ensuring that the job gets done.
During here tenure with XYZ organization, she was responsible for supervising the department office assistants. Under Jane’s management, these assistants were responsible for many of the basic administrative and clerical functions in the office. Sharon successfully and effectively managed the assistants to maintain efficient and prompt office operations.
